Leo Chan

C. (Leo) Chan joined the U.S. Securities and Exchange Commission in 2011. He serves as a senior specialist providing valuation expertise and co-leads the National Examination Program’s Valuation Specialized Working Group. He also supports enforcement investigations involving complex securities valuation and quantitative risk modeling.

Prior to joining the SEC, Leo led economic and valuation analyses for regulatory compliance, dispute resolution, and deal advisory at KPMG LLP. He had served in KPMG’s Valuation Services Technical Committee to develop firm-wide valuation guidance. Additionally he was a member of the Derivatives Valuation Expert Working Group of the International Valuation Standards Council in the U.K. Prior to working at KPMG, Leo conducted credit risk research at Moody’s KMV and performed private equity due diligence in Asia.

Leo holds a master’s degree in Financial Engineering from the University of California Berkeley, MBA in Information Systems and Management Science from the University of California Riverside, and BBA with honors in Finance from the Chinese University of Hong Kong. He is a Chartered Mathematician in the U.K. He is also a CPA in California and received AICPA’s Certified in Financial Forensics credential.
