President Trump Releases AI Action Plan

In mid-July, the Trump Administration released the “Winning the AI Race: America’s AI Action Plan.” According to the Administration, the plan “identifies over 90 Federal policy actions across three pillars – Accelerating Innovation, Building American AI Infrastructure, and Leading in International Diplomacy and Security – that the Trump Administration will take in the coming weeks and months.”

While the Administration’s plan covers a variety of sectors, in the financial services space the report notes that the SEC (among other agencies) should, “Establish regulatory sandboxes or AI Centers of Excellence around the country where researchers, startups, and established enterprises can rapidly deploy and test AI tools while committing to open sharing of data and results.” The Trump Administration would also like to accelerate the adoption of AI technologies by the federal government. Federal government use cases may include “accelerating slow and often manual internal processes, streamlining public interactions, and many others.” President Trump noted “[a]s our global competitors race to exploit these technologies, it is a national security imperative for the United States to achieve and maintain unquestioned and unchallenged global technological dominance.”

In addition to the AI Action Plan, the Trump Administration also issued an Executive Order (EO) titled, “Preventing Woke AI in the Federal Government.“ The EO focuses on AI models producing results that are (1) truth-seeking, and (2) ideologically neutral. The EO states “[w]hile the Federal Government should be hesitant to regulate the functionality of AI models in the private marketplace, in the context of Federal procurement, it has the obligation not to procure models that sacrifice truthfulness and accuracy to ideological agendas.”
